Community-Led Emissions Reduction Program (CLER)

CLER is a four year pilot program funded by the Province of Manitoba to support community led action to reduce greenhouse gas (GHG) emissions. Brandon is one of the fourteen communities to participate in this program. The Brandon program is unique as the BNRC and the City combine to address community led initiatives in the BNRC zone. There are 5 milestones this program will achieve:

  1. Establish a GHG emissions inventory.
  2. Set a GHG emissions reduction target.
  3. Develop a climate change action plan with public input.
  4. Implement GHG emissions reduction projects from the plan.
  5. Monitor progress and report results.

Communities that are using the 5 milestone framework and taking action to reduce their GHG impact on the environment will see the following benefits:

  • Short and long term cost savings (ex. energy efficiency and water conservation).
  • Improved health and safety (ex. clean air).
  • Local economic stability and development.
  • Community resilience and adaptability.
