Housing

Through partnerships with the Provincial Government and the City of Brandon, the BNRC has addressed the housing needs in Brandon by the creation, renovation, and exterior façade enhancement of close to 920 rental units and owner occupied homes.

The BNRC runs two important programs through the Housing initiative:

  • Residential Rehabilitation Assistance Program (RRAP)
  • Neighbourhood Housing Assistance (NHA)

RRAP

The Residential Rehabilitation Assistance Program provides financial assistance to homeowners and landlords of existing substandard housing that needs major repair in at least one of the five areas:

  1. Structural
  2. Electrical
  3. Plumbing
  4. Heating
  5. Fire Safety

Homeowner RRAP

The objective of the program is to assist low to moderate-income households who own and occupy substandard housing repair their dwelling to a minimum level of health and safety in accordance with the RRAP Standards. In order to apply for this program you must be the registered owner of the home.

Rental RRAP

The objective of the program is to assist low-income households who live in substandard rental properties, by providing financial assistance to landlords to repair or rehabilitate the property to a minimum level of health and safety.

Landlords may be eligible if; they own three or more self-contained rental units, intend to rent the units for permanent rental accommodation on at least a monthly basis to non-family members, and can confirm the amount of rent being charged.

RRAP for Persons with Disabilities

The objective of the program is to assist low to moderate-income households who are living with a disability. The modifications made to the home must be directly related to the disability. A medical doctor is required to indicate the modifications needed on the appropriate section of the application. Someone applying for this program also may be eligible to apply for the Homeowners RRAP Program.

Conversion RRAP

The Conversion Rehabilitation Program provides assistance to convert non-residential properties into affordable self-contained rental housing units or bed-units. NHA

The Neighbourhood Housing Assistance Program provides funding to Neighbourhood Renewal Corporations, non-profit community housing corporations and private landlords/developers to renovate, rehabilitate or construct new housing units and promote homeownership.

To date, NHA has contributed to the repair, rehabilitation or construction of over 1,400 housing units in Thompson, Brandon and Winnipeg's inner city. This does not include properties that have received financial assistance through the Front and Paint or Housing Fix-Up Grant Programs administered by Neighbourhood Renewal Corporations. Those grants (maximum of $1,500) have assisted hundreds of homeowners/landlords in Winnipeg, Brandon and Thompson with exterior home repairs.

Homelessness

The BNRC has been successful in securing Federal funding through the Federal Government's Homelessness Partnering Initiative until March 2011 for a Program and Administrative Assistant for Homelessness.

Homeless project funding combined with private and organizational resources has resulted in over $12 million in total services in Brandon over the last eight years.

The Community Advisory Board and Brandon Interagency Housing Committee will continue to work to provide essential services with the following beliefs:

  • Homelessness is everyone's responsibility.
  • No one deserves to be homeless.
  • Everyone should have food, clothing, and shelter as well as affordable and safe housing.
